HP invites bids from certified labs to check quality of rural development supplies

Shimla, April 30 (UNI) Amid rising concerns over the poor quality of construction material and agricultural products being supplied under various rural development schemes, the Himachal Pradesh Panchayati Raj Department has initiated a move to ensure strict quality control.
A notification has been issued recently to invite bids from UGC-accredited universities and certified laboratories for quality testing of rural development materials, including fertilizers, biofertilizers, and Him Ira-branded food and wellness products.
Sources said the decision was prompted by reports received from multiple blocks and districts where adulterated materials, especially fertilizers and low-grade construction goods, were found in government-sponsored rural projects.
Local media has also highlighted instances where farmers and local panchayats raised alarm over substandard inputs affecting agriculture and development outcomes.
The Himachal Pradesh Livelihood Mission sought proposals for empanelment of reputed, registered laboratories, universities, and companies with sufficient infrastructure to carry out microbial, chemical, and adulteration testing. The selected institutions would verify the purity, safety, and FSSAI compliance of the products supplied under rural schemes.
Preference would be given to institutions with prior experience in similar assignments for government departments. The evaluation process would be in two stages: technical and financial bids. Only technically qualified bidders to be allowed to participate in the financial round.
A senior official from the Panchayati Raj Department said, “We aim to eliminate the dumping of poor-quality materials in rural areas. Ensuring quality through accredited testing will protect farmer interests and uphold the integrity of government schemes.”
This initiative is expected to not only improve the implementation of rural development projects but also enhance the trust of rural communities in government initiatives.
