Odisha to undertake welfare works using DMF funds within 5 km of mining areas in saturation mode

Bhubaneswar, Mar 21 (UNI) The Odisha cabinet has decided to undertake all developmental and welfare works using the District Mineral Foundation (DMF) fund within a five-kilometer radius of mining areas in saturation mode.
Announcing the cabinet’s decision in the state Assembly on Friday, Chief Minister Mohan Charan Majhi stated that the list of works in the affected areas would be determined solely by the DMF Trust, and no other entity would have the authority to alter or interfere with it.
The District Mining Foundation Rules, 2015, were enacted to provide relief to families affected by mining activities in these regions. Majhi emphasized that families residing in mining areas have not only lost their land but also their livelihoods and identities. Additionally, they suffer from the negative environmental impacts caused by mining operations.
To mitigate these adverse effects, the Government of India established the District Mining Foundation Fund (DMF), which is utilized for the welfare of families living in affected areas.
To make these schemes more people-oriented, the Central Government has introduced necessary amendments to the existing DMF Rules. These amendments include several new activities that were previously unavailable, significantly benefiting families in mining-affected areas.
The Chief Minister highlighted that, compared to the previous rules, significant improvements have been made for the welfare of mine-affected families. These enhancements will provide families with sustainable livelihoods, skill development opportunities, and agricultural support.
According to the revised rules, the limit for Directly Affected areas has been expanded from 10 km to 15 km, while the maximum limit for Indirectly Affected areas has been set at 25 km. The fund will be used specifically for individuals who are genuinely impacted by mining-related activities.
