Belagavi police clamp prohibitory orders ahead of farmers' sugarcane price protest

Belagavi, Nov 5 (UNI) Police have imposed prohibitory orders across five police station limits in Belagavi city for 48 hours from Thursday morning, citing potential law and order concerns ahead of farmers' proposed agitation demanding better prices for sugarcane.
Belagavi City Police Commissioner Sandeep Patil issued the order under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), effective from 6 am on November 5 until 6 am on November 7.
The restrictions cover Market, Malmaruti, Shahapur, APMC and Belagavi Rural police station limits, where farmers from various districts are expected to converge for the proposed 'Kendra Karyalaya Abhiyan' at the Deputy Commissioner's office.
The police said the restrictions were necessary in view of the possibility of large gatherings near government offices, courts, educational institutions and bus stands, which could disrupt public movement, traffic and public peace.
Under the prohibitory order, gatherings of more than five persons, processions, rallies, carrying weapons or other potentially lethal objects, using loudspeakers without permission and delivering provocative speeches have been banned.
Marriage functions, funeral processions, religious programmes and emergency services are exempted, subject to the prescribed permissions.
The police action comes amid escalating protests by sugarcane growers across Karnataka, who are demanding a price of Rs 5,500 per tonne for their produce.
The agitation has intensified following protests at Hittinahalli toll gate in Vijayapura district and a statewide bandh call by farmers' organisations over the unresolved sugarcane pricing dispute.
The issue has also triggered protests against the state government, with farmers staging a black flag demonstration during Chief Minister DK Shivakumar's visit to Mandya on October 31. Several protesters were taken into custody.
Meanwhile, Minister Satish Jarkiholi has indicated that negotiations between sugar factory owners and farmers' representatives would continue in an effort to break the deadlock.
Speaking after a preliminary round of discussions in Belagavi involving cane growers, sugar factory owners and representatives of Maharashtra's Shetkari Sanghatana, Jarkiholi said no consensus had been reached.
"The farmers' problem and demand are different from the factory owners' demand. We are trying," he said, adding that further discussions would be held to resolve the pricing issue.
The minister said the dispute primarily concerned the price of sugarcane and that the government was making efforts to bring both sides to an agreement.
The continuing standoff has put pressure on the state government as farmers insist on Rs 5,500 per tonne, while sugar mill operators have raised their own concerns over the proposed price.
