Chhattisgarh: CM Sai hails PM Modi's 25 years in govt

Raipur, Oct 11 (UNI) The Chhattisgarh Cabinet today passed a resolution congratulating Prime Minister Narendra Modi on completing 25 consecutive years as head of government, with Chief Minister Vishnu Deo Sai crediting Modi with strengthening welfare delivery, infrastructure and India’s international standing
Addressing a press conference here, Sai said that the milestone reflected a long period of public service guided by the principles of Nation First, good governance and the welfare of the poor. He extended congratulations to Modi on behalf of the state’s three crore people and wished him good health and continued service to the country.
The Cabinet also acknowledged decisions concerning the Goods and Services Tax (GST), the abrogation of Article 370, the Ram temple in Ayodhya and efforts to eliminate Maoism, Sai said. He thanked the Centre for its financial support and cooperation, which he said had helped extend housing, drinking water, sanitation, food, healthcare and clean cooking fuel to more families.
The Chief Minister used the occasion to present the state government’s account of development under Modi’s leadership, citing investment proposals, welfare programmes, agricultural support, infrastructure expansion and efforts to restore peace in Bastar.
Sai said governance initiatives introduced during Modi’s tenure as Gujarat Chief Minister had influenced administrative practices in other states, including Chhattisgarh. Technology-led planning under PM GatiShakti was one example, with nearly 14,000 of the state’s approximately 20,000 villages geo-referenced, he said.
The state had also introduced reforms to simplify industrial approvals and attract investors. Under the Chhattisgarh Ease of Doing Business Act, 2026, approvals can be deemed granted if officials fail to take a decision within the prescribed period. The One Click Single Window System is intended to make clearances easier.
Two Jan Vishwas Acts have decriminalised 279 provisions, while commercial establishments have been allowed to operate 24 hours a day, seven days a week. More than 450 administrative reforms have been implemented, Sai said.
These measures have helped the state attract investment proposals worth Rs ₹8.5 lakh crore, with the potential to create more than 1.6 lakh jobs, he informed.
The Chief Minister said 20.65 lakh permanent houses had been completed in rural areas and another 2.25 lakh in urban areas under the Pradhan Mantri Awas Yojana. Of these, 11.78 lakh houses had been built in the nearly two years and nine months preceding the announcement.
Under the Swachh Bharat Mission, 36 lakh household toilets and 14,970 community toilets had been constructed with central assistance of Rs₹2,437 crore. As many as 18,653 villages had been declared ODF Plus, while 39.73 lakh women had received LPG connections under the Ujjwala scheme.
Around 2.49 crore eligible people had received Ayushman Bharat cards, covering nearly 92 per cent of the eligible population, Sai said. Approximately 51.17 lakh beneficiaries had received free treatment worth ₹11,877 crore. A further 6.21 lakh people aged above 70 had been issued Ayushman Vay Vandana cards.
He also cited the expansion of financial inclusion through the Jan Dhan-Aadhaar-Mobile framework, Direct Benefit Transfer and UPI. In rural areas, 42 lakh Farmer IDs had been created under AgriStack, while 7.51 lakh people had received property records under the SVAMITVA scheme.
Sai further said 26.57 lakh farmers in Chhattisgarh had received assistance under PM-KISAN. The state had also received ₹5,064 crore as the Centre’s share of the insurance premium under the Pradhan Mantri Fasal Bima Yojana.
The number of registered farmers had risen from 13.17 lakh in 2015 to 27.53 lakh, while the registered agricultural area had increased from 21.26 lakh hectares to 33 lakh hectares.
Paddy procurement had climbed from 59 lakh metric tonnes to a record 141 lakh metric tonnes, according to the Chief Minister. Farmers had received ₹33,431 crore through minimum support price payments and another ₹10,292 crore in bonuses.
The Mahtari Vandan Yojana provides ₹1,000 a month to around 68 lakh women, amounting to ₹12,000 annually. Sai said 14 lakh women had become Lakhpati Didis, exceeding the programme’s target.
He said that 32.39 lakh rural families were part of 2.98 lakh self-help groups under the BIHAN programme, while more than 70,000 tribal women were associated with Van Dhan Vikas Kendras.
The Chief Minister said central schemes had expanded infrastructure and public services in tribal areas. Under the Dharti Aaba Janjatiya Gram Utkarsh Abhiyan, development work was underway in more than 6,000 tribal-majority villages.
The PM-JANMAN scheme had extended housing, roads and drinking water facilities to more than 56,000 families belonging to five Particularly Vulnerable Tribal Groups across 18 districts, he said. Chhattisgarh also had 75 Eklavya Model Residential Schools in 26 districts.
More than ₹500 crore had been paid to six lakh minor forest produce collectors through the minimum support price mechanism. A Digital Tribal Freedom Fighters Museum had also been established in Nava Raipur.
Turning to Bastar, Sai said coordinated action by the Centre, state government and security forces had brought an end to the decades-old Maoist problem on March 31, 2026. The state had received ₹2,080 crore in special central assistance for efforts against Maoism, he said.
Under the housing scheme, 15,000 houses had been sanctioned for surrendered cadres and Maoist-affected families, with work underway on 5,671 houses. The state had also completed 267 roads and eight bridges under the road connectivity programme for areas affected by Left-wing extremism.
Sai said 421 schools that had remained closed for years because of violence had reopened. The Niyad Nellanar Yojana was extending healthcare, education and ration services to remote villages, he informed.
Sai said Chhattisgarh had benefited from increased central investment in transport and energy infrastructure. National highway projects worth ₹35,766 crore had been sanctioned, while work on 37 projects valued at ₹18,215 crore was underway.
The six-lane Raipur–Visakhapatnam Expressway is expected to improve access to the coast and international trade routes. Work was also progressing on the four-lane Bilaspur–Urga–Pathalgaon road, estimated at ₹4,007 crore, and the six-lane Raipur–Durg Bypass, worth ₹2,289 crore.
Railway projects involving new lines, track doubling, flyovers and bridges were worth around ₹54,000 crore, the Chief Minister said. A further 1,643 mobile towers had been sanctioned for remote and tribal areas under the Digital Bharat Nidhi.
The state had received energy-sector investment proposals worth approximately ₹3.5 lakh crore. The capacity of the Lara Super Thermal Power Project in Raigarh had increased from 4,000 MW to 4,800 MW, Sai said.
With central assistance of ₹2,808 crore, 9.30 lakh households had received electricity connections. More than 1.16 lakh households had installed rooftop solar systems under the PM Surya Ghar Muft Bijli Yojana, with central subsidies of ₹670 crore released.
Sai said Chhattisgarh’s finances had benefited from the increase in states’ share of central taxes from 32 per cent to 42 per cent. Over the past 12 years, the state had received ₹3,46,806 crore as its share of central taxes, compared with ₹47,100 crore between 2004 and 2014.
The District Mineral Foundation had generated ₹17,887 crore for the state, funding more than 81,000 development works, he said.
Sai also credited GST with removing checkpost barriers and making it easier to move steel, cement and agricultural products across state borders. Chhattisgarh had received an additional ₹22,600 crore in GST compensation assistance, he noted.
The state had approved ₹48 crore in assistance for eight districts under Khelo India and had 33 Khelo India Mini Centres. A Centre of Excellence for hockey, archery and athletics had also been approved in Bilaspur.
Sai said the government was working to improve school infrastructure and support students preparing for competitive examinations. The introduction of the New Education Policy was intended to connect education with practical skills, values and employment opportunities.
In tourism, development work at the Maa Bamleshwari Devi Temple in Dongargarh had been completed with assistance of ₹48 crore under the PRASHAD scheme. The Swadesh Darshan scheme had sanctioned ₹94 crore for a tribal tourism circuit covering Jashpur, Surguja, Bilaspur and Jagdalpur.
Another ₹146 crore had been sanctioned for the Bhoramdeo Corridor in Kabirdham and ₹10 crore for Mayali–Bagicha ecotourism in Jashpur under Swadesh Darshan 2.0. The Centre had also approved ₹73.42 crore for a complex dedicated to Vallabhacharya at Champaran.
A PM Ekta Mall would be built in Raipur at a cost of ₹200 crore to promote handloom, handicrafts and village industries. The establishment of the National Institute of Fashion Technology in Nava Raipur had also been approved, Sai said.
The Cabinet approved the recruitment of former Agniveer personnel against 36 available constable posts in the Home Department. The state has provided for 10 per cent reservation for former Agniveers in these posts, according to the announcement.
It also approved an amendment to the Chhattisgarh Government Business (Allocation) Rules to rename the Adim Jati Vikas Vibhag as the Janjatiya Karya Vibhag, or Tribal Affairs Department.
Sai added the state had prepared the Chhattisgarh Anjor Vision 2047 roadmap to align its development priorities with the national goal of a developed India by 2047. He cited natural resources, agriculture, women’s empowerment, youth, tribal culture and investment potential as key strengths in that effort.
