Haryana orders 24-hour pollution surveillance in Jhajjar, power cuts for illegal industrial units

Jhajjar, Oct 11 (UNI) With winter approaching and air pollution threatening to worsen across the National Capital Region (NCR), the Haryana administration has ordered round-the-clock surveillance of pollution hotspots in Jhajjar district, warning of strict action against industrial units, vehicles and other sources violating environmental norms.
Deputy Commissioner Varsha Khangwal has directed officials to intensify field inspections, disconnect electricity connections of illegal industrial units in accordance with rules and launch a village-level crackdown on stubble burning as part of a coordinated strategy to prevent deterioration in air quality.
Reviewing enforcement measures under the revised Graded Response Action Plan (GRAP), Khangwal made it clear that negligence in implementing pollution-control measures would not be tolerated.
"All identified pollution hotspots must remain under continuous surveillance, and immediate action should be taken wherever violations of environmental norms are detected," she directed officials.
The administration has identified eight villages in the Bahadurgarh region — Parnala, Bamanoli, Ladravan, Kasar, Mukandpur, Khairpur, Kanonda and Gubhana — for special monitoring and regular review of pollution-control measures.
Khangwal ordered intensified inspections of industrial units to verify compliance with prescribed emission standards. Particular attention will be paid to illegal Ready Mix Concrete (RMC) and Hot Mix Plants, while electricity connections of illegal or non-operational units will be disconnected wherever permissible under the rules.
She also directed officials to prevent the open dumping and burning of industrial waste, municipal garbage and construction debris, warning that violations would invite action under applicable environmental regulations.
Road dust, identified as a major contributor to particulate pollution, will be tackled through mechanical and vacuum sweeping, regular water sprinkling and removal of accumulated dust from roadsides.
Municipal authorities have been instructed to clear garbage and construction waste from vacant plots and public spaces, while traffic and transport officials will intensify checks against vehicles operating without valid Pollution Under Control (PUC) certificates.
The Deputy Commissioner also called for improved traffic management to reduce congestion and vehicular emissions, particularly in densely populated and industrial areas.
On agricultural pollution, Khangwal directed officials to strengthen village-level monitoring of crop residue burning and ensure that farmers have access to crop residue management machinery through Custom Hiring Centres.
She stressed that enforcement against stubble burning must be accompanied by practical support and awareness campaigns to encourage farmers to adopt scientific alternatives to burning crop residue.
"Any incident of stubble burning must be dealt with promptly, while farmers should be encouraged to use available machinery and alternative residue management methods," she instructed.
The Deputy Commissioner directed the Haryana State Pollution Control Board, municipal bodies, police and other departments to work in close coordination, conduct regular inspections and ensure prompt action on reported violations.
She also called for extensive public awareness campaigns highlighting the health risks associated with air pollution, the restrictions under GRAP and the importance of controlling dust, vehicular emissions and open waste burning.
Residents have been urged to avoid activities contributing to pollution and report violations to the authorities for timely action.
The intensified enforcement drive comes ahead of the winter pollution season, when unfavourable weather conditions can trap pollutants close to the ground and worsen air quality across Delhi-NCR.
The district administration has emphasised that pollution-control measures must translate into visible improvements on the ground, with regular monitoring and accountability of the departments responsible for enforcement.
