Haryana, Russian firms explore two drone technology joint ventures, including GPS-independent navigation

Chandigarh, Oct 14 (UNI) Haryana Chief Minister Nayab Singh Saini on Wednesday held talks with a high-level Russian delegation on two proposed joint ventures to manufacture advanced helicopter drones and develop satellite-independent navigation systems, as the state seeks to establish itself as a major aerospace and unmanned aerial systems manufacturing hub.
The six-member delegation, comprising four Russian and two Indian representatives, discussed investment, technology transfer, joint research and industrial cooperation at the Chief Minister's residence in Chandigarh.
The first proposed venture between Russia's Omnitech LLC and AVPL International envisages a manufacturing facility at Drone City Haryana in Sisai, Hisar district, to develop unmanned helicopters capable of flying up to 250 km and carrying payloads of up to 200 kg.
The proposed drones could be deployed for industrial logistics, disaster management and deliveries to remote areas.
The second venture, involving Russia's 4GNSS LLC/Orient Systems Group, aims to develop drone navigation technology capable of operating without GPS or other global navigation satellite signals, using Indian semiconductor chips.
The government said the collaboration could strengthen indigenous manufacturing, aerospace electronics and research capabilities.
Haryana had earlier approved a special incentive package of Rs 58.51 crore for AITMC Ventures Limited to develop a drone and components manufacturing hub under the Haryana Enterprises and Employment Policy, 2020.
The Russian delegation included Skolkovo Foundation director Leonid Artemov, project manager Alexander Zaporozhsky, Omnitech CEO Alexey Urbansky and 4GNSS co-founder Sergey Lebedev.
The delegation had met union Civil Aviation Minister Kinjarapu Ram Mohan Naidu in New Delhi on October 12 before visiting the Sisai facility.
Chief Secretary Anurag Rastogi and other senior officials attended the meeting.
The proposed ventures remain under discussion, with no final investment commitments announced.
