Himachal CM underscores law’s role in ensuring justice for weaker sections

Shimla, October 11 (UNI) Himachal Pradesh Chief Minister Sukhvinder Singh Sukhu on Sunday stressed that the significance of law lay in ensuring justice for the weakest sections of society, while raising over certain judicial decisions granting financial benefits to government employees beyond the provisions of applicable recruitment rules.
Addressing the third convocation ceremony of Himachal Pradesh National Law University (NLU), Shimla, Sukhu said justice in a democracy should not be confined to judicial orders alone but must also be guided by fairness, wisdom and a proper understanding of circumstances.
He said the true purpose of law was to ensure that the voices of needy people were heard and every citizen felt secure in the knowledge that their rights were protected. Encouraging the graduating students, the Chief Minister urged them to face future challenges with perseverance and continuous effort.
He said success should not be measured merely by professional achievements but also by one's contribution to society. Recalling his academic background, Sukhu said he had obtained his law degree from Himachal Pradesh University and that his legal education had proved beneficial in his political career, although politics had remained his primary interest. Describing the judiciary as an important pillar of democracy, he said all three organs of the Constitution were intended to serve citizens and uphold justice.
The state government was committed to strengthening the judicial system to ensure timely justice for the common people. Referring to certain judicial decisions concerning public employment, Sukhu said some rulings had granted financial benefits beyond the applicable rules, placing an additional burden on the state exchequer.
He said the government had decided in 2003 that contractual employees would not be entitled to seniority and increments.
However, nearly two decades later, a court directed the grant of financial benefits despite the absence of such provisions in the applicable recruitment rules.
"No elected government intends to deprive its employees of their financial benefits, but it also has to consider the state exchequer," he said.
Highlighting Himachal Pradesh's geographical challenges, Sukhu said constructing playgrounds was difficult in the mountainous state and advocated the shared use of school and community playgrounds to make optimal use of limited space.
He said the state government had paid Rs five lakh towards organising Independence Day celebrations after the High Court permitted the use of a government school playground subject to the condition.
The Chief Minister assured all possible assistance to strengthen the infrastructure of Himachal Pradesh University and NLU Shimla, expressing confidence that collective efforts would establish the law university as a centre of excellence in education and research.
Supreme Court Judge Justice M M Sundresh described Himachal Pradesh as a "paradise on earth" and highlighted the distinctive responsibility of law graduates towards society.
"As a student of law, you are different from others. You are a social engineer, social doctor and social architect," he told the graduates.
Justice Sundresh said effective delivery of justice required legal knowledge, a strong sense of justice and commitment to social responsibility.
He also urged the graduates to prepare for emerging challenges, particularly artificial intelligence, saying the technology would significantly influence society and the legal profession.
He encouraged them to embrace technological advancements, remain adaptable and continue learning.
Earlier, Sukhu honoured meritorious students with gold medals, while Himachal Pradesh High Court Chief Justice Gurmeet Singh Sandhawalia conferred degrees upon the graduates.
Former Chief Justice of India Sanjiv Khanna, Tripura High Court Chief Justice M S Ramachandra Rao and former Jharkhand High Court Chief Justice Trilok Singh Chauhan were conferred Doctor of Laws (Honoris Causa) degrees. NLU Vice-Chancellor Preeti Saxena, judges of the Himachal Pradesh High Court and other dignitaries attended the ceremony.
