New Delhi, Sep 24 (UNI) Prime Minister Narendra Modi on Thursday concluded a two-day high-level "Chintan Shivir" with the entire union Council of Ministers at Seva Teerth in New Delhi, with the discussions focusing on achieving 100 per cent coverage of major government welfare schemes, strengthening delivery mechanisms and drawing up a roadmap for transforming India into a developed nation by 2047, according to government sources.
Sources said the two-day exercise, held on September 23 and 24, was aimed at taking stock of the government's performance and sharpening the focus on outcomes, implementation and inter-ministerial coordination.
The deliberations also examined ways to ensure that the benefits of welfare programmes reach every eligible beneficiary without leakages or gaps.
A key focus of the discussions was understood to be the complete saturation of around 40 to 45 major government welfare schemes.
According to sources, the Prime Minister stressed the need to move towards "100 per cent penetration" of these schemes so that no eligible beneficiary is left outside their ambit and government assistance reaches the intended recipients directly.
The exercise was also centred on the government's longer-term "Viksit Bharat@2047" objective, with ministers discussing the roadmap for taking India towards developed-country status by the centenary of Independence.
Sources said Modi emphasised the need to accelerate structural reforms and improve both the "Ease of Living" for citizens and the "Ease of Doing Business" for enterprises.
The Prime Minister has repeatedly linked the Viksit Bharat@2047 goal with reforms, innovation, technology, infrastructure and citizen-centric governance.
In his Independence Day address last month, Modi said India had set a "very big dream" of becoming a developed nation by 2047 and stressed that the goal would require the collective effort of the country's citizens.
The Chintan Shivir also marked the culmination of a structured and phased performance-review exercise involving the union Council of Ministers.
Sources said that before the full Council meeting, Modi had held separate and intensive interactions with Ministers of State and Ministers of State with independent charge to assess the progress of their respective ministries, achievements against targets and timelines for major projects.
The ministers were divided into eight groups for presentations during the two-day deliberations. Sources said the group-based format was intended to bring together ministers from different departments, encourage cross-sectoral perspectives and highlight examples of inter-ministerial coordination and best governance practices.
The presentations also provided an opportunity to review the implementation of government programmes from a broader perspective rather than limiting the assessment to individual ministries.
The choice of Seva Teerth for the exercise also carried significance.
The new Prime Minister's Office hosted the first union Cabinet meeting there in February, when the Cabinet reaffirmed its commitment to citizen-centric governance and the "Viksit Bharat 2047" national objective.
The government has described Seva Teerth as a symbol of a new work culture centred on service, accountability and simplifying the lives of citizens.
Sources said the discussions during the latest Chintan Shivir were therefore not confined to reviewing past performance but were also aimed at identifying areas requiring faster execution, improving coordination among ministries and ensuring that policy decisions translate into measurable outcomes on the ground.
The exercise comes at a stage when the government is seeking to align its ongoing programmes and reform agenda with the longer-term objective of building a developed India by 2047. Modi has previously described the journey towards Viksit Bharat as a continuous process requiring reforms across sectors and greater efficiency in governance.
