Keralam to ease land laws to boost industry and tourism sectors

Kozhikode, Sep 19 (UNI) In a major policy shift aimed at driving economic growth and creating local employment, the government of Keralam has announced plans to amend decade-old land laws to unlock land parcels for industrial and tourism development.
State Revenue Minister A.P. Anilkumar announced the decision in Kozhikode on Saturday, stating that the government will systematically dismantle complex regulatory hurdles and revise outdated land ceilings that have historically restricted large-scale commercial investments.
He said that the state government will amend its current land utilisation laws and restrictions to ensure greater availability of land for industrial and tourism development.

He said that a specialized committee has been tasked with restructuring revenue laws dating back 50 to 60 years.
The goal is to replace rigid, antiquated legislation with a modern, people-friendly legal framework.
"We need to adapt to changing times," the Minister said, highlighting that the state’s strict land ceilings must be modified to accommodate critical infrastructure and corporate investments necessary to retain younger generations within Kerala's workforce.
To streamline property management, the Revenue Department is executing statewide digital surveys designed to provide permanent resolutions to long-standing boundary and ownership disputes, the minister said.
The government is also digitising services to eliminate the need for citizens to repeatedly visit village offices, he added.
Alongside these long-term structural changes, the minister announced an immediate relief measure of distribution of more than 10,000 land title deeds (pattas) across the state within the next 100 days.
This rollout is intended to help residents secure bank loans and facilitate smooth property transfers.
