Nadda accuses Congress government of mismanagement, stalled development in Himachal

Shimla, October 11 (UNI) union Health and Family Welfare Minister Jagat Prakash Nadda on Sunday accused the Congress government in Himachal Pradesh of administrative mismanagement and delaying development projects, alleging that funds provided by the Centre were not being utilised effectively.
Addressing a public representatives and party workers' conference at Patlikuhal in Kullu district, Nadda said the government led by Chief Minister Sukhvinder Singh Sukhu had become synonymous with misgovernance, poor management and policy failures, affecting the state's development.
He said the state government should explain why several centrally funded projects remained incomplete despite the availability of financial assistance and repeated extensions.
Instead of blaming the Centre, the Congress government should focus on implementing projects within stipulated timelines, he added.
Questioning the implementation of health infrastructure projects, Nadda said around Rs 360 crore had been sanctioned to Himachal Pradesh under the Pradhan Mantri Ayushman Bharat Health Infrastructure Mission.
Of the 15 critical care blocks planned, only one had reportedly been completed, while just one of 12 integrated public health laboratories was ready.
He also claimed that none of the 73 block public health units had become operational.
Nadda said the Centre had extended the scheme until 2027, giving the state government additional time to complete the projects.
Delays, he warned, could create difficulties in the utilisation of the sanctioned funds.
On the proposed bulk drug park in Una, he said the Centre had provided for assistance of Rs 1,000 crore and released the first instalment of Rs 225 crore. However, he alleged that the state had spent only around Rs 12 crore from the amount released, citing delays in clearances and related procedures. He also questioned the handling of the proposed medical device park.
Nadda further claimed that Himachal Pradesh had utilised only about 52 per cent of the Rs 521 crore made available for health-sector development under the 15th Finance Commission.
Listing infrastructure initiatives, he said the Centre had provided around Rs 468 crore for repair and improvement of the Kullu-Manali road corridor.
He also referred to the Bhanupli-Bilaspur-Beri railway project, alleging that land acquisition and compensation-related issues had affected progress on the Bilaspur-Beri section.
He cited the development of AIIMS Bilaspur, the Chamiyana super-speciality hospital and JICA-supported health projects as examples of central assistance to the state.
Nadda said effective coordination between the Centre and the state was necessary to ensure that development benefits reached people.
Referring to recent local body elections, he congratulated BJP-supported candidates and claimed that the party had won 11 of 17 wards in Dharamshala and 12 of 14 in Mandi.
He said BJP-backed candidates had also performed well in other parts of the state.
Nadda also praised Prime Minister Narendra Modi's 25 years in government, saying his leadership had prioritised infrastructure, welfare and economic development.
Leader of Opposition Jai Ram Thakur, former minister Govind Singh Thakur, legislators Surender Shourie and Lokender Kumar, and other BJP leaders and workers attended the conference.
