West Bengal Chief Minister puts forward message to woo investors to state

Kolkata, Nov 5 (UNI) West Bengal Chief Minister Suvendu Adhikari on Thursday put out a message to investors and entrepreneurs seeking to attract fresh investment to the state, as he unveiled the West Bengal Investment Promotion Policy, 2026 at Utsari Hall in New Town, offering assistance of up to 120 per cent of eligible investment in plant and machinery besides time-bound clearances and enhanced support for emerging sectors.
In his message addressed to "Investors, Entrepreneurs and Friends of West Bengal", Adhikari said the new policy was aimed at attracting investment that creates jobs, adds value and reaches every district of the state.
"It is my privilege to introduce the West Bengal Investment Promotion Policy, 2026," Adhikari said.
"West Bengal is the destination where trade, talent and ideas meet. We are the gateway to eastern and north-eastern India, with ports, airports, inland waterways and a dense network of road and rail connections. Our industrial strengths run deep, in engineering, metals, chemicals, jute, textiles, leather, tea and logistics."
"Our purpose is simple. We want investment that creates jobs, adds value and reaches every district of the State," he said.
The policy offers "total assistance of up to 120% of eligible investment in plant and machinery", spread over as many as 10 years from the start of production, according to the Chief Minister.
Adhikari said projects in less-industrialised areas and sectors being developed for the future would receive greater support, specifically mentioning semiconductors, electric vehicles, green hydrogen, pharmaceuticals, defence and shipbuilding.
"Micro, small and medium enterprises have a dedicated set of benefits, and services such as information technology, healthcare, tourism and education follow a track of their own," he said.
Adhikari said the policy was also Bengal's contribution to Prime Minister Narendra Modi's vision of an "Atmanirbhar Bharat" and a "Viksit Bharat".
"This Policy is also Bengal's contribution to the vision of our Hon'ble Prime Minister: an Atmanirbhar Bharat and a Viksit Bharat," he said.
"India will be self-reliant only when its States manufacture, innovate and export with confidence, and it will be developed only when every State grows with it."
The policy also seeks to encourage employment among women and transgender employees in MSMEs by providing full reimbursement of the employer's EPF contribution for them, according to the message.
West Bengal will also provide a complete waiver of cross-subsidy and additional surcharge on green power sourced within the state until March 2030, Adhikari said.
Seeking to assure prospective investors about policy certainty, he said the benefits applicable when an investment receives a Certificate of Intent would be protected from subsequent changes.
"An incentive is only as good as the trust behind it. Your terms are fixed on the date of your Certificate of Intent, and later amendments will not reduce your benefits," Adhikari said.
The government has committed to issuing a Certificate of Intent within 30 days, a Certificate of Eligibility within 45 days, and sanctioning assistance within 30 days of a complete claim, he said.
"Sanctioned assistance will be paid from a dedicated Assured Incentive Fund," Adhikari said, adding that larger projects would be supported by a named senior officer and their progress reviewed regularly, "up to the level of the Chief Secretary".
The policy envisages an online and, wherever possible, faceless process from the first application through to the final payment.
"This policy is built to turn these promises into everyday practice. From your first application to your final payment, the process is online and, wherever possible, faceless," he said.
Concluding his message, the Chief Minister made a direct appeal to potential investors.
"I invite you to explore the Policy, to invest in West Bengal, and to build with us," he said.
"Together, let us make Bengal a pillar of a self-reliant and developed India. Your success will be our success, and my Government will stand with you at every step," Adhikari said in the message. UNI SEN CDS
