Bihar CM assures all possible support to investors

Rajni Shankar
Patna, Oct 1 (UNI) Bihar Chief Minister Samrat Choudhary today invited industrialists and investors to invest in the state, assuring them that the government would provide all possible support and facilities to help establish and expand businesses.
Addressing the inaugural session of the Rising Bihar Investor Summit 2026, Choudhary said here that Bihar was ready for investment and that the state government was developing essential infrastructure, including roads, electricity and water facilities, to support industries.
“Bihar is ready for investment,” he said, urging investors and industrialists to explore the opportunities available in the state.
Highlighting Bihar''s historical and cultural legacy, the Chief Minister referred to Nalanda and Vikramshila as world-renowned centres of learning and cited the heritage associated with Magadh and Pataliputra, as well as Lord Buddha, Lord Mahavira and Guru Gobind Singh.
He said Bihar''s large population should be viewed not as a challenge but as an economic strength. With a population of around 14 crore, the state represents a major market, he said.
Choudhary said the government''s objective was to expand investment and employment opportunities in Bihar so that people would not have to migrate to other states in search of work.
Emphasising that adequate roads, electricity and water infrastructure were essential for industrial development, the Chief Minister said that the state has expanded its road network, while work is also under way on national highways and expressways. He said electricity availability and consumption in Bihar had increased significantly and that the government planned to further strengthen power generation and supply capacity in the coming years.
Choudhary said Bihar''s total road network, which was around 8,000 km earlier, had now expanded to approximately 1.5 lakh km, resulting in a substantial improvement in rural connectivity.
He said electricity availability, which stood at around 500 MW in 2005, had increased to more than 10,000 MW and the state government had set a target of taking it to 20,000 MW over the next five years.
Referring to Bihar''s recurring flood and water-management challenges, Choudhary said the state faces floods every year because of water flowing in from Nepal and neighbouring states. He said there was a need for long-term water-management plans for major rivers, including the Ganga, Kosi and Gandak.
The Chief Minister said possibilities could also be explored for developing industrial corridors, townships and other economic activities in the Kosi region. Better management of water resources could benefit industry, agriculture and tourism, he said. At the same time, several areas of south Bihar face drought-like conditions, he said, adding that the state government was working towards making Ganga water available for drinking and irrigation when required.
Choudhary said the state government had, for the first time, formulated a silt policy under which silt and soil removed from rivers could be used in road construction and other development projects. The policy, he said, could help reduce the cost of construction while also providing a productive use for material removed during river management activities.
He also highlighted plans to connect agricultural feeders with solar power. The objective is to ensure adequate daytime electricity supply to farmers while reducing the burden of electricity subsidies, he said.
Reassuring investors, the Chief Minister said products manufactured by industries established in Bihar and meeting prescribed standards would receive priority in government procurement. He said the Bihar government would purchase 25 per cent of such products, while steps were also being taken to help industries access markets.
The state''s procurement policy was being amended to make it more useful for industries, he said.
Choudhary also highlighted investment opportunities in hotels, tourism and eco-tourism, saying tourism projects were being encouraged at several locations, including Patna and Gaya. The Chief Minister said Bihar was also working on projects involving ropeways and water transport.
He said an initiative was being undertaken to develop a ropeway connecting Patna across the Ganga to Baba Harihar Nath Temple at Sonpur, aimed at improving connectivity to an important religious destination.
Choudhary said the state government was working continuously on infrastructure, industry and employment to make Bihar more prosperous. He urged investors to have confidence in Bihar''s potential and invest in the state, stressing that creating sufficient employment opportunities within Bihar remained a priority.
He said the government would work to provide jobs within the state to people who currently migrate elsewhere in search of employment.
The Chief Minister said cooperation between the Centre and the state government would further accelerate the development of roads and other infrastructure in Bihar.
He invited investors, industry representatives and other stakeholders to participate in the state''s development process.
