Odisha govt forms commission to study SEBC representation in local bodies

Bhubaneswar, Oct 7 (UNI) The Odisha government on Wednesday constituted a commission to study the population share, political representation and political backwardness of Socially and Educationally Backward Classes (SEBC) in rural and urban local self-government institutions across the state.
The commission has been constituted following a decision by Chief Minister Mohan Charan Majhi, with the ST and SC Development, Minorities and Backward Classes Welfare Department issuing a notification in this regard on Wednesday.
Retired Orissa High Court Judge Justice Pramath Patnaik has been appointed chairman of the commission, while retired IAS officer Bijay Kumar Pushti will be its member. The department's Special Secretary Sujata Mishra will function as the Member Secretary.
The commission will examine the proportion of SEBC population in various local self-government institutions, including panchayats and municipalities, in relation to the total population of the respective areas.
It will also study the political representation of SEBC members in these institutions and assess the nature and implications of their political backwardness.
The findings of the commission are expected to help the state government formulate appropriate measures to ensure adequate representation and protect the rights of people belonging to socially and educationally backward classes in local self-government institutions.
The government said the exercise would cover both rural and urban areas of Odisha and provide a basis for assessing the extent of political representation of SEBC communities in local bodies.
Earlier, Chief Minister Majhi had introduced 11.25 per cent reservation for students belonging to the SEBC category in professional higher education institutions, including engineering and medical colleges.
