Fake health camps used to steal villagers' identity details, activate over 3,000 SIMs; two UP men arrested

New Delhi, Oct 29 (UNI) The Delhi Police have arrested two men from Uttar Pradesh's Mathura for allegedly running an illegal SIM procurement and e-SIM supply network that may have facilitated cyber frauds worth around Rs 2.64 crore, with investigators suspecting that more than 3,000 SIMs were activated over the past year.
The Intelligence Fusion and Strategic Operations (IFSO) unit of the Delhi Police uncovered the alleged racket while investigating a digital arrest fraud case involving Rs 1.64 crore. The probe revealed that the accused allegedly organised fake health camps in villages to collect Aadhaar and biometric details of residents on the pretext of providing medicines at subsidised rates, and subsequently misused the information to obtain SIM cards.
The two accused, identified as Jitendra Singh, 29, and Brajesh Kumar, 21, were apprehended during a raid in Village Kota in the Sadar area of Mathura on the intervening night of October 20 and 21. They were brought to Delhi for further investigation.
According to the police, an analysis of SIM cards allegedly activated by the accused has revealed links to more than 20 complaints registered on the National Cyber Crime Reporting Portal (NCRP). These complaints are associated with suspected cyber fraud amounting to approximately Rs 2.64 crore.
The case originated from an alleged digital arrest scam in which the complainant, Shriniwas, was contacted through WhatsApp and threatened with legal action. The fraudsters allegedly kept him under virtual confinement for nearly two weeks by intimidating him with threats of legal consequences.
Under coercion, the complainant transferred Rs 1.64 crore through six Real Time Gross Settlement (RTGS) transactions to six different bank accounts, police said.
An e-FIR was registered on September 1 under Sections 318(4) and 340 of the Bharatiya Nyaya Sanhita at the Special Cell/IFSO police station.
Investigators said technical analysis of mobile numbers and device-related data led them to the Vrindavan-Mathura region, where they traced the suspected e-SIM supply network.
Preliminary findings suggest that the accused procured physical SIM cards and activated e-SIMs through various sources before reselling them through online platforms, including Facebook, Instagram and Telegram. They allegedly supplied e-SIM QR codes to other individuals for suspected use in cybercrime operations.
During interrogation, the accused allegedly disclosed that they had been engaged in procuring and supplying physical SIM cards and e-SIMs for around a year, handling approximately 20 to 30 e-SIMs daily.
Police said the accused allegedly purchased activated SIMs or e-SIMs for Rs 800 to Rs 1,200 apiece and resold them for around Rs 2,000. Payments were reportedly facilitated through USDT, a cryptocurrency pegged to the US dollar.
The investigation has also uncovered communications between the accused and contacts associated with online groups, including foreign-linked contacts. Their identities, roles and possible connections with a larger cybercrime network are being examined.
Investigators are also probing the suspected use of the e-SIMs in digital arrest scams and the configuration of SIM-box systems, which can facilitate the routing of large volumes of calls and communications.
Three mobile phones were recovered during the operation. According to the police, the accused allegedly changed their handsets frequently and destroyed older devices to avoid detection.
The operation was conducted by a team comprising SI Amit Verma, Head Constable Giriraj and Constable Ashish, under the supervision of ACP Vivekanand Jha and DCP Gaurav Tyagi of IFSO.
Further investigation is underway to identify other members of the network, trace financial transactions, examine digital evidence and establish the extent to which the allegedly supplied SIMs were used in cyber frauds.
In an advisory, the Delhi Police cautioned citizens against sharing Aadhaar one-time passwords, SIM activation codes or other verification credentials with unauthorised persons. People were also advised to exercise caution when approached at health camps or offered subsidised medicines in exchange for identity documents. UNI PWS NST
