Haryana launches patent initiative, offering up to Rs 50,000 per application and seeking Rs 11 cr in funding for scheme

Panchkula, Sept 26 (UNI) Haryana has introduced a new patent and innovation policy that provides up to Rs 50,000 in financial assistance per patent application.
The policy supports the entire process from filing to commercialisation, technology transfer, and start-up creation, aiming to strengthen the state's intellectual property ecosystem.
The Haryana Patent Support, Commercialisation and Innovation Facilitation Policy (HPSCIFP), 2026-27, introduced by the Higher Education Department, covers students, researchers, faculty, start-ups, MSMEs, independent inventors, women, and rural innovators.
The Higher Education Department has requested its Budget and Planning wing to allocate Rs 11 crore for 2026-27 and establish the required budget head to implement the scheme. Guidelines have been distributed to state universities, government and government-aided colleges, and other departments.
The policy stems from the government’s 2026-27 Budget announcement, which promises 100 per cent reimbursement of patent registration fees up to Rs 50,000 to promote innovation among students at technical institutions and universities.
Under the expanded policy, financial assistance of up to Rs 50,000 per patent application may be reimbursed, subject to actual expenses and set limits. Support may include filing, publication, examination, patent grant, response to the First Examination Report (FER), legal assistance, commercialisation, and prototype validation. Typically, support is limited to one patent application per applicant each financial year.
Additional assistance may be granted in exceptional cases with approval from the competent authority.
The new framework has six components — patent filing support; publication and examination support; incentives on grant of patents; commercialisation incentives; institutional IPR ecosystem development; and public patent facilitation services.
Consultancy support of up to Rs 20,000 per case may be provided from patent filing to commercialisation. Universities may empanel patent agents, IPR professionals, technology transfer and commercialisation experts, start-up mentors, valuation professionals, and legal experts.
Applicants associated with Haryana may seek support, as per guidelines, for patents, designs, utility innovations, technology transfer agreements, and commercialisable software intellectual property.
A key aspect of the policy is facilitating the transition of inventions from laboratories to the market.
Commercialisation support may be provided when patented technology is licensed, assigned, manufactured, adopted by industry, commercially deployed, or used to create a start-up. Support may include licensing and technology transfer agreements, commercial product launches, patent-based start-ups, and revenue-generating technologies.
Universities may implement revenue-sharing mechanisms, enabling researchers and institutions to benefit financially when their intellectual property is commercialised.
The policy extends beyond universities to include faculty, researchers, students, start-ups, MSMEs, independent inventors in Haryana, alumni innovators, rural and grassroots innovators, and women innovators.
Universities may offer assistance with patents, technology transfer, commercialisation, licensing, and incubation to farmers, MSMEs, start-ups, rural and grassroots innovators, independent inventors, alumni, and industry partners.
Priority may be accorded to student-led innovations, women and rural innovators, start-ups, and innovations in artificial intelligence, deep tech, healthcare, agriculture, green technologies, and strategic technologies.
Exceptional innovations with global commercialisation potential may also be considered for international patent filing support, subject to government approval and budget availability.
The policy provides for the establishment or strengthening of IPR Cells, Patent Facilitation Centres, and Technology Transfer Offices in institutions, along with innovation awareness and capacity-building programmes.
Universities may establish Public Patent Facilitation Centres to assist the general public, MSMEs, farmers, rural and women innovators, and start-ups with patent awareness, filing, commercialisation, start-up mentoring, and technology transfer.
The Haryana State Higher Education Council (HSHEC) will serve as the nodal agency for implementation, in coordination with the Higher Education Department.
The policy proposes an indicative fund distribution: 25 per cent for filing support, 20 per cent for commercialisation incentives, 15 per cent each for examination and publication and grant incentives, 10 per cent each for IPR Cell development and consultancy or facilitation, and 5 per cent for awareness and capacity building.
Claims will be subject to monitoring, audit, technical verification, and physical review as required. False or fraudulent claims may result in recovery, debarment, and legal action, as stated in the policy.
