Haryana Crafts Intelligent Blueprint to Unclog Urban Highways, Puts Six Bypass Projects on Fast Track

Chandigarh, Oct 30 (UNI) In a decisive move to reclaim its cities from crippling traffic gridlock, the Haryana Government has set in motion a sophisticated, project-specific strategy to decongest urban stretches of National Highways crisscrossing the state.
Public Works Minister Sh. Ranbir Gangwa on Friday revealed that the administration is meticulously evaluating multiple financial models to determine the state’s contribution for a series of critical bypass projects, ensuring that development is accelerated without compromising fiscal prudence.
The initiative follows a high-level meeting chaired by Chief Minister Sh. Nayab Singh Saini, which thoroughly examined the Ministry of Road Transport and Highways’ policy on easing congestion along National Highway corridors passing through densely populated urban centers.
Breaking away from a rigid, one-size-fits-all approach, the Haryana Government has resolved to tailor financial decisions to the unique demands and cost structures of each individual project, a move aimed at maximizing both efficiency and value for public money.
Gangwa elaborated that five distinct financial options are currently under active consideration to structure the state’s share in these transformative projects. These include an upfront contribution towards overall project cost; sharing the financial burden of land acquisition; combining land acquisition expenses with reimbursement of the state’s share of Goods and Services Tax; providing land through an innovative land pooling mechanism; and leveraging Value Capture Financing, a progressive tool that harnesses the increased property values and economic activity generated by infrastructure development to fund the very projects that create them.
Each of these models will be rigorously assessed to identify the most sustainable and economically viable arrangement for every bypass corridor. The strategic urgency of this exercise is already visible on the ground, with several high-priority bypass projects moving through the evaluation pipeline.
The state is actively examining its financial participation in bypasses at Hisar, Kurukshetra, and Narnaul, as well as the four-lane Jind Bypass and the Sohna and Palwal bypass initiatives. A critical component of this process involves determining the state’s precise share in land acquisition expenditures, a factor that often dictates both the timeline and feasibility of large-scale highway realignment.
To ensure a comprehensive and multidimensional assessment, the government has decided to constitute a powerful inter-departmental committee comprising senior officers from five key departments: Public Works, Finance, Town and Country Planning, Excise and Taxation, and Urban Local Bodies. This committee will undertake a granular, project-by-project examination of the proposed financial models, scrutinising their suitability, long-term fiscal implications, and on-the-ground implementation mechanisms before recommending the optimal path forward.
The broader objective of this initiative extends far beyond merely moving vehicles. By diverting heavy highway traffic around city centers rather than through them, the planned bypasses are expected to dramatically reduce congestion, cut pollution levels, improve urban livability and enhance road safety across Haryana’s bustling towns.
At the same time, by carefully calibrating the state’s financial exposure through innovative funding instruments like Value Capture Financing and land pooling, the administration is demonstrating a mature commitment to protecting the exchequer while delivering transformative infrastructure.
As Haryana positions itself at the forefront of intelligent urban mobility planning, this strategic decongestion drive signals a clear intent to build not just roads, but smarter, breathing cities where commerce flows, citizens thrive and progress is powered by fiscal wisdom as much as by cement and steel.
