Panchkula DC mandates 'Work in Progress' signboards, crakdown on traffic violators

Panchkula, Oct 27 (UNI) In a sweeping move to bring down road accidents and eliminate fatal black spots across the district, Deputy Commissioner Satpal Sharma on Tuesday issued a string of stringent directives to all departments, making it mandatory to display 'Work in Progress' signboards at every sewerage, road repair and construction site to enable commuters switch to alternative routes and avoid mishaps.
Chairing a meeting of the District Road Safety Committee and the Safe School Vehicle Policy panel at the Mini Secretariat here, Sharma made it clear that road safety cannot remain on paper and directed officials to move from reactive measures to preventive, on-ground enforcement. He instructed departments to treat installation of signage, road markings and hazard indicators as top priority, especially with the fog season approaching.
In a significant traffic enforcement push, the Deputy Commissioner directed the Assistant Commissioner of Police (Traffic) to launch a sustained drive and issue maximum challans against two-wheeler riders without helmets and motorists driving in zigzag patterns.
He also ordered strict action against taxis and other vehicles illegally parking and creating bottlenecks around the Old Panchkula red light, a chronic congestion point.
To address infrastructure gaps, Sharma ordered the constitution of a joint committee comprising the staff of Panchkula Metropolitan Development Authority (PMDA), Municipal Corporation and Police Department. This panel will conduct physical inspections of traffic signals and major intersections to assess where slip roads are required to ease traffic flow, and submit its report to the Sub-Divisional Magistrate, Panchkula.
In another key decision, the Deputy Commissioner directed the removal of rehri-phari (street vendors) operating between Shakti Dwara and Tank Road through dedicated drives, citing these encroachments as a major cause of traffic obstruction and accident risk.
All road-owning agencies, including the National Highways Authority of India (NHAI), Haryana Urban Development Authority (HUDA), PMDA, Public Works Department (PWD) and the Haryana State Agricultural Marketing Board, have been directed to complete road signage and striping work on their respective stretches on a priority basis.
In a specific intervention, the NHAI Superintending Engineer was instructed to immediately install centre road markings and warning signboards at the accident-prone turn near the IT Park Dumping Ground at Jhuriwala, identified as a potential tragedy spot.
The Municipal Corporation has been told to ensure all CCTV cameras installed at various locations are fully operational and to carry out urgent repairs of non-functional cameras without delay.
Sharma emphasised that reducing road accidents requires a twin strategy of strict enforcement and sustained public awareness. He directed the Traffic Police to organise regular awareness camps in colleges and educational institutions to sensitise students about traffic rules.
He also reviewed the list of probable accident-prone locations (black spots) in the district and underlined the need for effective, preventive measures at each site.
Officials informed the Deputy Commissioner that, thanks to improved interdepartmental coordination and strict enforcement of traffic norms, Panchkula has recorded a notable decline in road accidents, fatalities, and injuries in 2026 compared to 2025.
The Police Department has already been actively issuing challans against violators. In September alone, the Regional Transport Authority (RTA) collected Rs 44,91,500 in fines from challans issued to overloaded and other rule-breaking vehicles.
Turning to school transport safety, Sharma reviewed the Safe School Vehicle Policy and ordered regular inspection of all school buses. He made it mandatory for every bus to carry not just child-safety equipment but also a fully stocked first aid kit.
The RTA has been directed to issue maximum challans and initiate strict action against school buses that fail to meet safety standards. As part of this drive, 42 school buses were recently inspected and seven were challaned for irregularities. UNI KK CDS
