Vakulabharanam questions SEEEPC survey claims, seeks time-bound correction of errors

Hyderabad, Oct 24 (UNI) Former Telangana State BC Commission chairman and social scientist Vakulabharanam Krishna Mohan Rao on Saturday questioned the State government's claim that its Socio-Economic, Educational, Employment, Political and Caste (SEEEPC) survey was foolproof, and demanded a time-bound programme to rectify errors in household coverage and community names.
In a statement, he said Chief Minister A Revanth Reddy's assurance to correct errors in the survey should be translated into concrete action, with designated officials, a clear deadline and publicly verifiable results.
Questioning how the survey was described as “100 per cent foolproof” before objections were resolved, he asked on what basis it was promoted as a national model for caste enumeration in the Population Census.
Referring to the Chief Minister's remarks at the Panduga Sayanna Mudiraj birth anniversary celebrations here on October 22, Rao said complaints about omitted households and discrepancies in community names had been brought to the government's attention without an adequate response.
He said residents had complained that survey stickers were affixed to their houses without the completion of household questionnaires.
He also cited media reports and social media discussions about gaps in coverage, besides the State BC Commission seeking an explanation from the Greater Hyderabad Municipal Corporation (GHMC) on households left out of the exercise.
Although enrolment was reopened, publicity, public awareness and follow-up visits were reportedly inadequate, he said, arguing that extending the deadline did not establish that all omitted families had been covered.
Rao also referred to objections raised by Bestha, Gangaputra and Goondla organisations over the use of “Agnikula Kshatriya” as an abbreviated designation in the Expert Working Group report.
He said the State BC Commission had highlighted discrepancies in community names and the need for corrections.
The Planning Department conducted the survey, while an Expert Working Group headed by Justice B Sudarshan Reddy analysed the data, he noted.
Rao alleged that the Dedicated Commission's role envisaged by the Supreme Court had been reduced to a formality and that the statutory State BC Commission's expertise had not been effectively utilised.
He sought disclosure of the evidence examined by the Dedicated Commission, the reasoning behind its recommendations and the manner in which they informed the reservation Bills.
Seeking accountability, he asked whether the errors occurred during questionnaire filling, data entry or preparation of reports, and who was responsible for correcting them.
He clarified that he was not demanding a fresh survey but wanted omitted households enumerated, objections to community names resolved and corrections published.
The government should coordinate among the departments and commissions concerned and demonstrate its commitment through completed corrections and verifiable outcomes, he added.
