Chandigarh, Nov 3 (UNI) The Haryana Cabinet on Tuesday approved a new land pooling policy offering landowners 50 per cent of a project’s saleable area, alongside amendments to Transferable Development Rights (TDR) and licence renewal provisions, aimed at accelerating infrastructure and urban development.
The decisions were taken at a Cabinet meeting chaired by Chief Minister Nayab Singh Saini.
Under the Land Pooling Policy-2026, which replaces the 2022 policy, landowners will receive half of the total saleable area as per the approved layout plan, while the remaining half will be retained by the development organisation. The earlier provision linking the landowners’ share to market value has been removed.
Landowners will also receive interim financial support of Rs 1 lakh per acre annually for four years, proportionate to the land contributed, from the date of sale deed registration. Delayed payments beyond 15 days will attract simple interest of 9 per cent per annum.
The infrastructure development deadline has been reduced to four years from the final approval of a project. Failure to complete the facilities within the stipulated period will result in the land reverting to the landowners.
The policy sets minimum plot sizes at 100 square metres for residential, 250 square metres for industrial and 500 square metres for institutional use. Landowners contributing less than 999 square metres will receive monetary compensation under the land acquisition law or at the plot’s reserve price, whichever is higher. Land Entitlement Certificate holders may club their certificates to seek larger plots, while the buyback period for allotted plots has been extended from 1 year to 3 years.
The Cabinet also amended the 2021 TDR policy to revise the valuation formula for certificates issued to landowners surrendering land for infrastructure projects. Valuation will now be based on the weighted-average collector rate applicable on the date of application, rather than the rate prevailing on January 1 of that year.
TDR certificates will be usable in the Development Plan in which they were issued or in any lower-potential Development Plan in Haryana, enabling wider utilisation. The revised valuation formula will apply to pending applications where no utilisation permission, including in-principle approval, has been granted.
In another decision, the Cabinet amended the New Integrated Licensing Policy (NILP)-2022. Projects must be completed within five years, after which licences may be renewed under Rule 13 of the Haryana Development and Regulation of Urban Areas Rules, 1976, upon payment of the applicable renewal fee.
The amendment replaces the existing provision of a five-year licence period followed by a two-year renewal, after which renewal requires payment of 100 per cent of the licence fee. It will apply to existing licences from the date of final notification.
The decisions are aimed at improving landowners’ entitlements, facilitating land assembly for infrastructure projects and streamlining urban development across the state.
