Odisha Congress seeks CM Majhi’s resignation as Home Minister over NCIB concerns on Law and Order

Bhubaneswar, Oct 27 (UNI) Odisha Pradesh Congress Committee (OPCC) president Bhakta Charan Das has demanded that Chief Minister Mohan Charan Majhi relinquish charge of the Home Department, citing concerns reportedly raised by the National Crime Investigation Bureau (NCIB) over allegations of police torture, illegal detention and custodial misconduct in the state.
Das also criticised the BJP-led government over the law-and-order situation and alleged that its assurances on police reforms had not translated into effective action.
In a statement issued here on Tuesday, Das alleged that the state government had failed to effectively control crime, ensure public safety and safeguard citizens’ rights. He said the concerns reportedly raised by the NCIB regarding alleged police torture, illegal detention and misconduct in custody had raised serious questions about the functioning of the state’s law-enforcement system.
According to Das, the Odisha state director of the NCIB wrote to the union Home Ministry on June 23, 2026, recommending an impartial inquiry into allegations of police torture and possible human rights violations in the state.
He further stated that the union Home Ministry forwarded complaints relating to law and order to the Odisha Chief Secretary on September 16 for appropriate action. Subsequently, on October 16, the state Home Department sought a factual report from the Director General of Police (DGP) and the Inspector General of Police, Das said.
Questioning the effectiveness of the government’s proposed police reforms, the Congress leader referred to the 10-point blueprint for “smart policing” unveiled by Chief Minister Majhi on August 30.
The plan reportedly emphasised zero tolerance for crime and corruption, citizen-friendly policing and technology-driven investigations. The Chief Minister had also assured full government support, including financial resources and administrative cooperation, for implementing the proposed reforms.
Majhi had stressed that police conduct should inspire public confidence, stating, “Criminals should fear the police, not innocent citizens.”
He had also highlighted the government’s commitment to professional, technology-based investigations aimed at improving conviction rates and strengthening public trust, Das noted.
However, the Congress president cited government figures indicating that reported crime in Odisha increased by 7.3 per cent in 2025 compared with 2024.
Referring to Commissionerate Police data, Das said 9,934 serious criminal cases were registered in Bhubaneswar between January and June 2026, against 6,968 cases during the corresponding period in 2025, representing an increase of around 43 per cent.
The reported cases included theft, fraud, robbery and murder. However, according to the statement, police maintained that more than 70 per cent of the registered cases fell under miscellaneous or minor non-violent categories.
Das also referred to National Crime Records Bureau (NCRB) data, which he said showed that Odisha recorded a violent crime rate of 161.6 victims per lakh population, with 75,403 cases of violent crime.
He further cited figures indicating that 71,769 cases involving crimes against women were registered between June 2024 and July 2026.
Expressing additional concern, the Congress president alleged that juvenile involvement in offences such as theft, housebreaking and assault had increased by around 38 per cent over the past few years.
He said the trend raised questions about the supervision of young people and the possibility of minors being exploited by adult criminal networks.
Das also alleged that political considerations surrounding the appointment to the post of DGP had adversely affected policing in the state. He accused the BJP-led government of failing to provide adequate security to the people of Odisha.
