Odisha govt asks Collectors to expedite land acquisition, project approvals and scheme implementation

Bhubaneswar, Sep 17 (UNI) The Odisha government on Thursday directed district Collectors to coordinate with concerned departments and resolve issues relating to land acquisition, project approvals, construction and implementation within stipulated timelines.
Chief Secretary Anu Garg, who reviewed the implementation of various departmental schemes and programmes at the district level at a meeting with Collectors at Lok Seva Bhawan here, stressed the need for effective monitoring and inter-departmental coordination to ensure that the benefits of approved projects and schemes reach people at the earliest.
The meeting reviewed in detail the progress of major departmental schemes and projects being implemented at the district level, besides land-related issues, statutory approvals, implementation bottlenecks and action required at the district level.
Issues concerning the Housing and Urban Development, Labour and Employees’ State Insurance, Women and Child Development, Health and Family Welfare, Agriculture and Farmers’ Empowerment, Handlooms, Textiles and Handicrafts, Odia Language, Literature and Culture, School and Mass Education and MSME departments were discussed.
The Housing and Urban Development Department reviewed water supply projects and measures to address land-related problems affecting various projects. The Collectors were asked to take prompt action to resolve land issues concerning five important projects in Khordha, Sambalpur and Cuttack districts.
The meeting also discussed opportunities for small urban local bodies to mobilise market-based finance under the Credit Repayment Guarantee sub-scheme. District-level compliance with waste management rules in accordance with the Supreme Court’s directions was also reviewed.
The Labour and ESI Department discussed arrangements for land for a 100-bed ESI hospital, meetings of district-level task forces for elimination of child labour and Labour Inspection Committees. Regular meetings and mock drills of district and local crisis management groups for chemical accidents were also discussed.
The Women and Child Development Department reviewed the implementation of Poshan Maah-2026, the ‘Suposhit Odisha’ Mission and digital monitoring forms.
The meeting emphasised identification and referral of malnourished children during Poshan Maah, registration of pregnant women, greater participation of fathers in nutrition-related initiatives and improved access to nutrition services in vulnerable areas.
The Health and Family Welfare Department reviewed district-wise progress in biomedical waste management, availability of land for primary health centres, AYUSH medical colleges, ‘Ama Hospital’ works and the National Tuberculosis Elimination Programme.
The Odia Language, Literature and Culture Department reviewed the progress of the ‘Baraputra Heritage Village Scheme’. Discussions focused on district-wise land allocation, preparation of detailed project reports (DPRs) and measures to remove implementation bottlenecks.
The Agriculture and Farmers’ Empowerment Department reviewed farmer registration under AgriStack and the progress of the Kharif-2026 Digital Crop Survey.
The School and Mass Education Department reviewed the Godabarish Mishra Model Primary School Scheme, residential hostels of Odisha Adarsha Vidyalayas and creation of APAAR IDs for students, besides other issues concerning the department.
The MSME Department reviewed the conduct of district-level Single Window Clearance Authority meetings, progress of MSME parks, the Odisha startup ecosystem and availability of credit facilities.
Detailed discussions were also held on the state government’s plan to develop 30 MSME parks in 30 districts, with emphasis on coordinated action at the district level for timely implementation.
