Odisha to roll out NGDRS to modernise property registration

Bhubaneswar, Oct 26 (UNI) Odisha plans to introduce the National Generic Document Registration System (NGDRS) in phases, beginning with selected registration offices, to make land and property registration simpler, faster and more transparent.
The proposed digital overhaul was discussed at a high-level meeting chaired by Revenue and Disaster Management Minister Suresh Pujari at the State Secretariat with the Software
Development Unit of the National Informatics Centre (NIC), Pune.
Pujari stressed the need to build a robust, technology-driven registration system to improve efficiency, strengthen accountability and make services more citizen-friendly.
He also called for studying successful implementations in other States to identify best practices for Odisha. NGDRS is a national initiative of the Department of Land Resources under the union Ministry of Rural Development.
Based on the concept of “One Nation, One Registration”, it offers a digital platform that can be customised to meet individual States’ rules and requirements. The system provides online services such as document preparation, property valuation, calculation of stamp duty and registration fees, online payment, appointment scheduling and application tracking.
These facilities are expected to reduce repeated visits to registration offices, minimise procedural errors and prevent unnecessary delays.
The meeting also discussed integrating key functions of Sub-Registrar Offices into a unified digital framework, including application scrutiny, identity verification, biometric authentication, digital approval, record preservation and post-registration services.
Digital dashboards would help senior officials monitor pending cases, registration progress and office-wise performance. Further modernisation could involve data analytics, artificial intelligence, Geographic Information System technology and integration with land records.
These features would be introduced in phases, depending on the State’s requirements, policy decisions and technological preparedness.
Additional Chief Secretary Arabinda Kumar Padhee, Inspector General of Registration P. Anwesha Reddy, NIC Pune Deputy Director General Rajesh Bhusari and other senior officials attended the meeting.
