PMDA chief Panduranga cracks the whip on Panchkula facelift, orders green belts, cycle tracks

Panchkula, Sep 26 (UNI) In a sweeping push to remake Panchkula as a greener, more walkable and aesthetically superior city, the Chief Executive Officer of the Panchkula Metropolitan Development Authority (PMDA), K.M. Panduranga, conducted an extensive field inspection of multiple sectors on Saturday, ordering a comprehensive overhaul of green belts, pedestrian infrastructure and major junctions while declaring that there would be no compromise on the quality of big-ticket projects.
The CEO's tour covered Sectors 1, 3, 21, 4, 2, 6 and 7, where he examined the condition of green belts and assessed what needs to be done to convert them from passive patches of foliage into active, citizen-friendly public spaces.
Panduranga made it clear that green belts must be developed not merely as ornamental green zones but as functional public realms that offer seating, accessibility and usability for residents while preserving existing tree cover and vegetation.
He directed officials to prepare an integrated, sector-wise master plan for every green belt, ensuring that design enhancements improve both beauty and utility without sacrificing environmental integrity.
A major thrust of the inspection was on non-motorised transport.
Panduranga instructed officials to accord top priority to pedestrians and cyclists in the green belt redesign, mandating the creation of properly aligned pedestrian paths and dedicated cycle tracks along these belts so that citizens have safe, convenient and pleasant corridors for walking and cycling.
He stressed that pathway width, entry points and surrounding development must be planned as an interconnected system rather than as isolated stretches of pavement.
The CEO also inspected the area around the Mata Mansa Devi Singh Dwar and several T-junctions across the city, evaluating traffic flow, road safety, pedestrian movement and aesthetic treatment.
He ordered officials to identify and execute necessary remedial works to make these junctions more organised, safer and visually appealing, with particular attention to unhindered vehicular movement and the safety of pedestrians crossing or waiting at these points.
On the big projects front, Panduranga reviewed the progress of the Shooting Range in Sector 32, Atal Park and the Jaldhara project, scrutinising construction quality, material standards and adherence to timelines.
He issued strict instructions that regular mandatory testing of construction materials and workmanship must be carried out without exception, stating that quality benchmarks cannot be diluted under any circumstance.
He also emphasised that these projects must be completed within stipulated deadlines and that their maintenance and beautification must be planned from the outset, not treated as afterthoughts.
The city's roundabouts also came under the CEO's lens. During a meeting with representatives of the companies involved, he directed that the maintenance, greenery, landscaping and beautification of all roundabouts must be elevated to a standard that reinforces Panchkula's identity as a well-organised and beautiful city, with the explicit target of making them appear better than Chandigarh.
Horticulture wing officials were separately instructed to upgrade the city's green patches, parks, plantation drives and overall landscaping.
Panduranga's final directive was perhaps the most telling: he ordered officials to study the local conditions of each sector and junction individually and prepare customised development plans tailored to those specific circumstances, rather than imposing uniform templates.
He asked them to identify works on a priority basis and prepare proposals accordingly, keeping quality, long-term utility and sustained maintenance at the core of every decision.
The inspection signals that PMDA is moving from routine civic maintenance to a more vision-driven, citizen-centric urban transformation, one that treats Panchkula not as a satellite shadowing Chandigarh but as a city with its own distinct identity and standards.
