Meghalaya: Nongspung A residents seek CM’s intervention over delayed school building

Shillong, Oct 17 (UNI) Residents of Nongspung A village in Meghalaya’s Ri Bhoi district today urged Chief Minister Conrad Sangma to step in and speed up construction of a new school building promised during his visit on May 22, 2025, while objecting to the design proposed for it.
In a formal complaint submitted to the Chief Minister, the villagers said Sangma had assured them of a new building under the Chief Minister’s Special Development Fund (CMSDF) in the presence of villagers, the local MLA and the Ri Bhoi Deputy Commissioner.
Sangma had also signed a memorandum submitted by the village headman and handed it to Education Department officials for action.
Despite repeated representations to the Education Department and the Deputy Commissioner over the past one year and five months, the villagers said, the proposal moved slowly.
According to the complaint, District School Education Officer T. Shangrang forwarded the budget proposal to the Deputy Commissioner on October 13, 2026, and the Deputy Commissioner sent it to the Chief Minister’s Office the next day.
The villagers now say the proposed design is flawed. They alleged the design was prepared by Ebrin, a civil engineer associated with the Samagra Shiksha Abhiyan (SSA) in Ri Bhoi, without visiting the site or properly assessing the school’s needs.
The complaint states that the building’s dimensions appear to exceed the land available to the school, and that the design seems to cover only the Lower Primary section, although the existing building houses both Lower Primary and Upper Primary classes.
The villagers have asked the government to enquire into how the design was prepared, seek a written explanation from the engineer and establish whether the site was physically inspected before the plan was finalised.
They have also demanded that the design be reviewed and corrected to match the actual land dimensions and the needs of students and teachers, and that the village dorbar be consulted before final approval.
The villagers stressed, however, that the correction should not cause further delay.
“Our objection is specifically to an unsuitable design that does not adequately account for the actual site conditions,” the complaint said, adding that residents remain committed to seeing the project implemented properly for the benefit of local children.
The delay is a particular concern, the villagers said, as Nongspung A aspires to become a Smart Model Village, and a modern, well-equipped school is essential to that goal and to securing a better future for the next generation.
The complaint has been copied to Education Minister Lahkmen Rymbui, Jirang MLA Sosthenes Sohtun, Chief Secretary Dr Shakil P. Ahammed, Commissioner and Secretary of Education V. K. Mantri, Director of School Education Richa Kulkarni and District School Education Officer T. Shangrang.
The villagers appealed to the Chief Minister to ensure his assurance leads to tangible progress, with a technically sound plan and a timely start to construction. UNI RRK SS
