CBI books Punjab CM’s OSD Rajbir Ghuman, five others in corruption case; searches eight locations

Chandigarh, Oct 6 (UNI) The Central Bureau of Investigation (CBI) has registered an FIR against Punjab Chief Minister Bhagwant Mann’s Officer on Special Duty Rajbir Ghuman and five others over allegations of corruption and manipulation of senior bureaucratic postings, tenders and other government decisions, and carried out searches at eight locations across Punjab and Chandigarh.
The case was registered pursuant to directions of the Punjab and Haryana High Court and after the CBI received a report from the Enforcement Directorate, according to an official CBI statement on Tuesday.
The federal agency said the allegations relate to influencing and manipulating postings of government officers, including IAS and IPS officers, departmental proceedings, policy formulation, administrative approvals, tender conditions and licensing matters.
The allegations also cover land-use conversion, property disputes and revenue and land-related matters, allegedly in return for “pecuniary benefits”, the CBI said.
The agency further alleged that public servants accused in the case had purportedly accessed drafts of government orders and policies and provided them to private individuals before their official issuance.
The CBI named Ghuman, Nitin Gohal, Jitin Gohal alias Raja, Romi Raja Mahajan, Bir Devinder and R.S. Nagra in the case, besides unidentified public servants and private individuals.
The agency described those booked as including two public servants as well as alleged middlemen and associates. The allegations have not been proven in court, and the CBI statement did not detail the individual role attributed to each of the six named accused.
Following registration of the FIR, CBI teams carried out coordinated searches at eight locations across Chandigarh, Mohali, Gurdaspur, Ludhiana, Patiala, Sangrur and Jalandhar, the agency said.
“Incriminating evidence such as laptops, mobile phones and documents were seized. These are being scrutinized for evidence of bribery and impropriety,” the CBI said in its statement.
It said further investigation was under way.
The latest action marks a significant escalation in the case, which reached the CBI following proceedings before the Punjab and Haryana High Court over allegations earlier flagged by the Enforcement Directorate.
The High Court had ordered a CBI investigation into allegations concerning Ghuman and others and directed the central agency to submit its report within two months. The proceedings arose from a public interest litigation filed by advocate Nikhil Saraf seeking an independent investigation into allegations contained in communications sent by the ED to the Punjab Police.
The ED had earlier communicated allegations concerning alleged interference in government transfers and postings and tenders, among other matters. The High Court subsequently directed the CBI to investigate.
Tuesday's FIR means the allegations will now be investigated as a criminal case by the central agency. Registration of an FIR does not by itself establish guilt, and the allegations against those named remain subject to investigation and judicial scrutiny.
