Elaborate security arrangements for Durga Puja in Bihar

Patna, Oct 17 (UNI) Elaborate security arrangements have been made across Bihar for Durga Puja, with the police taking measures to maintain law and order from the commencement of festivities until the immersion of idols.
The Police Headquarters has issued specific instructions to all districts and police stations in this regard. Sensitive locations have been identified across the state, with special security measures put in place. A dedicated control room operating round the clock has also been established at the Police Headquarters.
Preparations have been completed to ensure the peaceful celebrations of Durga Puja and the smooth immersion of idols. Procession licences have been issued subject to prescribed conditions, while adequate police personnel have been deployed for immersion-related duties in coordination with the administration. Anti-social and disruptive elements are also being closely monitored.
Over the past few years, an average of 15,000 to 16,000 Durga idols have been installed across the state annually. Around 15,550 idols were installed in 2025, while approximately 16,800 idols have been installed this year.
Special instructions have been issued to ensure effective law and order management during the festival. Peace committee meetings have been held at police station, subdivision and, where necessary, district levels, following which police personnel and magistrates have been deployed. Officers have been directed to conduct regular visits to all sensitive locations.
Police escorts will accompany idol immersion processions, and personnel will remain deployed until all participants have returned. Authorities have also been instructed to ensure that all processions obtain the required licences and that sensitive processions are videographed.
Organisers have been directed not to display tableaux, pictures, slogans or other content in pandals that could hurt the religious sentiments of any community. All pandals must be equipped with CCTV cameras and fire extinguishers.
On Saptami, Ashtami and Navami, large numbers of devotees from rural and remote areas travel to towns and cities to visit temples and puja pandals. Police deployment and adequate lighting have been directed along routes used by devotees to ensure their safety.
Police personnel and magistrates will also be deployed at religious sites belonging to other communities along idol immersion routes to prevent any untoward incidents.
Comprehensive arrangements will be made at riverbanks and ponds designated for idol immersion, including the deployment of divers and rescue teams wherever necessary.
The use of DJs has been completely prohibited. Loudspeakers at puja pandals must operate within prescribed decibel limits, and authorities have been instructed to ensure that they are switched off after 10 pm.
Preventive action has been initiated against anti-social elements, including requiring them to furnish bonds for maintaining peace. If necessary, action may also be taken under Section 3 of the Bihar Control of Crimes Act (CCA) and Section 170 of the Bharatiya Nagarik Suraksha Sanhita (BNSS).
Special vigilance has been ordered at all identified sensitive locations, along with round-the-clock patrolling and enhanced monitoring along the India-Nepal border and the state's borders with neighbouring states. The police have also warned that anti-social or disruptive content and comments on social media will not be tolerated.
Police personnel have been deployed from October 16 to 24. The deployment includes 10 Deputy Superintendents of Police, 34 companies of the Bihar Special Armed Police (B-SAP), 12 companies of the riot control force, 11 companies of the Central Armed Police Forces (CAPF), 1,640 PTC constables, 1,362 special police constables, 16,624 basic training constables and 5,100 Home Guards.
