Haryana tightens rules for mental health, de-addiction centres; mandates registration and patient safeguards

Chandigarh, Oct 14 (UNI) Haryana has introduced stricter registration, staffing and patient safety requirements for mental health institutions and de-addiction centres, prescribing a Rs 25,000 permanent registration fee and mandatory reporting of patients and physical restraint practices under a new regulatory framework.
Additional Chief Secretary, Health and Family Welfare, Dr Sumita Mishra said the Mental Healthcare (State Mental Health Authority) Regulations, 2026, notified on October 9 under the Mental Healthcare Act, 2017, would cover six categories of establishments.
These include standalone psychiatric facilities, mental health departments in medical colleges, psychiatric wards in general hospitals, de-addiction centres and psychosocial rehabilitation institutions.
The regulations require institutions to meet prescribed standards for qualified medical personnel, accommodation, sanitation, emergency preparedness, patient privacy, accessibility and maintenance of medical records.
Residents cannot be made to sleep on floors, while institutions must provide clean bedding, adequate ventilation, separate sanitation facilities and safe biomedical waste disposal.
The framework also introduces safeguards against physical restraint, allowing its use in inpatient facilities only to prevent patients from harming themselves or others and subject to medical authorisation.
Institutions covered by the reporting requirement must submit monthly restraint reports to their respective District Mental Health Review Boards.
Standalone de-addiction centres must register patients on the Haryana De-addiction Monitoring System Portal, while specified emergency treatment facilities must maintain psychiatric supervision and upload patient details.
The state has also directed district authorities to expedite registration of existing de-addiction and rehabilitation centres that have not yet registered with the State Mental Health Authority.
Mishra said the framework would strengthen institutional accountability and improve safeguards for people receiving psychiatric and addiction treatment.
The regulations reinforce statutory obligations to provide accessible mental healthcare, protect patient dignity and strengthen treatment services across the state.
