Odisha CM announces Silicon Valley at Naraj to drive semiconductor growth

Bhubaneswar, Sep 18 (UNI) Odisha Chief Minister Mohan Charan Majhi on Friday announced the development of an 870-acre Odisha Silicon Valley at Naraj near Cuttack, envisaging it as a major hub for semiconductor, electronics and IT projects.
Making the announcement at SEMICON India 2026 in New Delhi, Majhi said the proposed Silicon Valley would bring together major projects across the semiconductor, electronics and IT sectors and strengthen Odisha's position in India's emerging technology ecosystem.
The Chief Minister said Naraj offered a strategically advantageous location with strong connectivity and industrial infrastructure. Its proximity to the Cuttack-Bhubaneswar urban corridor, multimodal connectivity to major ports such as Paradip and Dhamra, and access to key national highways would provide an efficient base for semiconductor supply chains, logistics and allied industries, he said.
Majhi said Odisha was seeking to build on its expanding investment pipeline and attract the next wave of investments across the semiconductor value chain.
During his visit to SEMICON India 2026, the Chief Minister held a series of high-level meetings with global and domestic semiconductor and technology companies, industry bodies and international delegations.
He interacted with delegations from Japan, Sweden and Taiwan and held discussions with representatives of Lam Research, Applied Materials, SiCSem, 3D Glass Solutions, Cyient, Linde and HORIBA India, among others.
The engagements also resulted in the signing of a Letter of Intent with QuadQuantum for setting up a semiconductor facility for production of silicon carbide (SiC) substrate wafers, further strengthening Odisha's engagement with the semiconductor and technology ecosystem.
The state government also received investment proposals worth around Rs 23,600 crore during the engagements, with the potential to generate about 6,100 employment opportunities. The proposals mark a significant step in Odisha's efforts to build an integrated semiconductor value chain under Semicon 2.0.
Showcasing the progress made in the sector, the Odisha Pavilion at SEMICON India 2026 featured projects of RIR Power, SiCSem, 3D Glass Solutions and ARF Design, besides educational institutions such as NIT Rourkela and PMEC, Brahmapur, which are working on the first batch of Made-in-India chip designs.
"Odisha's semiconductor journey is moving rapidly from intent to implementation. We have been able to attract investments across critical areas of the semiconductor value chain and, importantly, move key projects towards execution," Majhi said.
He said discussions with industry leaders at SEMICON India 2026 were focused on sustaining the momentum and bringing the next set of semiconductor investments to Odisha.
"We want to build an ecosystem where global and Indian technology companies can manufacture, innovate and grow," the Chief Minister said.
Majhi said the state had also been taking a series of measures to develop the wider ecosystem needed to emerge as a major semiconductor hub.
He said Odisha was among the early states to align its Semiconductor Policy with the evolving India Semiconductor Mission 2.0, with the recent Third Policy Amendment further expanding support to critical segments of the semiconductor value chain.
Under the amendment, Odisha has extended an additional 25 per cent fiscal support to ISM-approved projects in semiconductor equipment manufacturing, semiconductor-grade gases, raw materials and supply-chain segments, he said.
Odisha Electronics and Information Technology Minister Mukesh Mahaling said the state had been an early mover in aligning its policy framework with ISM 2.0 while widening support for equipment, materials, gases and supply-chain segments.
"Alongside this, we are investing in specialised talent and creating the conditions that companies need to set up and scale their operations in the state," he said.
