Odisha to develop 870-acre Silicon Valley at Naraj near Cuttack

Bhubaneswar, Sep 18 (UNI) Odisha Chief Minister Mohan Charan Majhi on Friday announced the development of an 870-acre Odisha Silicon Valley at Naraj near Cuttack to host major semiconductor, electronics and IT projects, as the State seeks to emerge as a key hub for the industry.
The proposed Silicon Valley will leverage Naraj's strategic location, with seamless connectivity to the Cuttack-Bhubaneswar urban corridor and access to major ports, including Paradip and Dhamra, as well as key national highways. Its proximity to the Mahanadi also offers an advantage for industries such as semiconductor fabrication and assembly that require substantial quantities of water, while the area's industrial and multimodal connectivity could support logistics and allied sectors.
The announcement came during SEMICON India 2026, where Odisha showcased its growing semiconductor investment pipeline and held discussions with global and domestic technology companies. The state government received investment proposals worth around Rs 23,600 crore, with the potential to create 6,100 jobs, officials said.
A Letter of Intent was also signed with QuadQuantum for a facility to manufacture silicon carbide (SiC) substrate wafers. During the event, Majhi held discussions with companies including Lam Research, Applied Materials, SiCSem, 3D Glass Solutions, Cyient, Linde and HORIBA India, besides delegations from Japan, Sweden and Taiwan.
"Odisha's semiconductor journey is moving rapidly from intent to implementation. We have been able to attract investments across critical areas of the semiconductor value chain and, importantly, move key projects towards execution," Majhi said.
The Odisha Pavilion at SEMICON India featured projects of RIR Power, SiCSem, 3DGS and ARF Design, besides educational institutions such as NIT Rourkela and PMEC Berhampur that are working on Made-in-India chip designs.
The state has also amended its semiconductor policy to align with India Semiconductor Mission 2.0, extending an additional 25 per cent fiscal support to ISM-approved projects in semiconductor equipment manufacturing, semiconductor-grade gases, raw materials and supply-chain segments.
The policy also provides support for engineer relocation, skilling, internships, international patents and research and development. Electronics and IT Minister Mukesh Mahaling said Odisha's approach was to build an ecosystem around semiconductor investments by supporting equipment, materials, gases, supply chains and specialised talent.
The Odisha Pavilion also featured a "Sand to Silicon" installation, depicting the state's transition from its traditional "Mine Economy" towards a "Mind Economy". UNI MK CDS
